Why convert
FLV — a format from the Flash era, used for video from old sites and streams. When you only need the sound from FLV: music, a lecture or a podcast to listen to without a screen. FLAC — lossless compression: WAV quality at roughly half the size.
What changes in the file
The picture is dropped and the first audio track is kept. Quality will not improve: what FLV compression threw away is gone; the file just gets bigger.
Which settings to pick
A lossless format with little to tune: you can trim the recording and change the volume.
