Why convert
RAR — WinRAR's archive: it needs WinRAR or 7-Zip to open, and only the paid WinRAR can make one. TAR puts the files into one without compressing them: handy when the content is already compressed (photos, video) or the archive goes to a Linux server.
What changes in the file
The files inside do not change by a single byte: the archive is unpacked and packed again, keeping folders and file names. A password, the archive comment and symbolic links are not carried over. A password-protected RAR cannot be unpacked: remove the password in WinRAR before uploading.
Which settings to pick
No settings: TAR does not compress, it only puts files and folders into one file.
