Why convert
RAR — WinRAR's archive: it needs WinRAR or 7-Zip to open, and only the paid WinRAR can make one. TAR.BZ2 usually comes out smaller than TAR.GZ: good for storage when unpacking speed does not matter.
What changes in the file
The files inside do not change by a single byte: the archive is unpacked and packed again, keeping folders and file names. A password, the archive comment and symbolic links are not carried over. A password-protected RAR cannot be unpacked: remove the password in WinRAR before uploading.
Which settings to pick
"Compression": "Normal" suits almost everything; "Smaller file" trims a few more percent but takes longer; "Faster" is for content that is already compressed (photos, video) and will not shrink anyway.
